Willoughby Appoints a New General Manager

Welcome Ms Debra Just!

Willoughby City Council has today announced the appointment of Ms Debra Just, as the incoming General Manager.

Ms Just replaces Mr Nick Tobin, who had held the position of General Manager of Willoughby City Council since 2007.

A background precis of Ms Just, as obtained from Willoughby Council, is as follows:

Ms. Debra Just has a very successful career history with over 30 years’ experience gained in Local Government, State Government, and educational environments. Debra brings with her a city management background gained in a capital city setting. She is a highly motivated, successful senior executive with extensive skills set. Debra has a Master of Arts and an Honours degree in Geography.

Debra’s most recent role was that of General Manager, Urban and Portfolio Planning for RenewalSA. The role encompassed the development of plans and business cases for urban renewal projects, the State’s affordable housing policy and programs, urban design, social planning and sustainability. This position was preceded by earlier positions at Director Level with major Local Government Authorities in South Australia.

Debra established her career in Local Government as a Project Officer and then progressed to team leader Environmental Services and then Senior Strategic Planner in the City of Happy Valley. She later moved to the City of Onkaparinga as General Manager, Strategy and Policy.
Onkaparinga being South Australia’s most populous Council with just over 200,000 people, was created as a result of the merger of three Councils. Debra successfully co-developed and delivered the strategy of the amalgamation of the three councils, involving 590 staff at 21 work sites. Debra is considered well suited to lead Willoughby Council in developing our ‘ Fit for the Future’ program and implementing the ‘Better Services Program’.

After ten years at Onkaparinga, Debra became General Manager, City Strategy and Design for the City of Adelaide. Initially, Debra’s role encompassed strategic planning, policy development, development assessment, design, environment, parklands and economic development. Over time, however, the role expanded to include libraries, environmental health, public realm development projects, media communications, marketing events, ICT, business planning and community engagement.
